"Zero-waste cities" are comprehensive management models that are guided by the new development concepts, aiming to minimize landfill volumes and achieve the reduction, resource utilization, and harmless disposal of solid waste. They are an important means for cities to transform towards green and sustainable development. 

Clean production, recycling, low-carbon living, green transportation, paperless office, moderate consumption, waste sorting, and used-item recycling - all of these are part of participating in the construction of a zero-waste city. 

The creation of "zero-waste cities" begins with the cultivation of "zero-waste cells". Clean production, as a production and management model, controls the entire production process of enterprises to reduce or eliminate the generation and emission of pollutants from the source. The comprehensive implementation of clean production represents a fundamental transformation in the end-of-pipe pollution control and traditional development models. It is an important way to follow the new path of industrialization and achieve sustainable development.
